Pan-India consumer survey on rooftop solar

1. Context:

The level of consumer awareness regarding rooftop solar (RTS), along with factors such as electricity consumption, roof area availability, financial resources, and perceptions regarding its performance and maintenance requirements, can significantly impact their decision to adopt the technology. According to a 2023 CEEW study, consumer awareness of rooftop solar is lower than 50 per cent at the pan-India level. In light of this and several key interventions at the national and state levels during 2023 - 2024, such as the launch of the PM Surya Ghar Yojana, CEEW has planned a study to develop an understanding of consumer perception regarding rooftop solar. The study will segment consumers based on awareness regarding the rooftop solar technology, their willingness to install, and current installation status. It will also capture the challenges faced by both consumers who are in the process of installing RTS or have already installed RTS. These insights will help identify awareness gaps, behavioural drivers and adoption barriers, supporting targeted communication, better service delivery and informed policy actions to accelerate RTS uptake.

2. Study objectives

The main research objectives of the study are as follows –

  • To examine the level of consumer awareness and adoption status regarding rooftop solar
  • To identify the consumer-centric challenges in the installation of rooftop solar
  • To understand the experience of consumers who have adopted rooftop solar

To achieve the above study objectives, CEEW (also referred to as the “Contractor”) invites bids from market research or survey agencies (hereinafter referred to as “Service Providers”) with the experience and credentials to conduct primary telephonic surveys. As part of this assignment, the service provider is required to perform the tasks outlined under section 4: scope of work.

3. Proposed survey sample and geographic coverage

The details of the proposed survey sample based on multi-stage stratified sampling and the geographic coverage are specified in tables 1 and 2 -

4. Scope of work

  • Telephonic household survey - The service provider will be required to conduct a telephonic survey at the household level in urban and rural India. The survey will cover information on socio-economic classification (SEC), electricity consumption, consumer awareness regarding rooftop solar (RTS), RTS adoption status (planned/ongoing), challenges and RTS adoption experience (post-installation).
  • Questionnaire preparation - The survey questionnaire, originally in English, will be shared by CEEW. The questionnaire includes 25-30 multiple-choice questions with 1-2 open-ended questions. The translation of tools to vernacular languages will be done by the Service Provider with inputs from the CEEW team to ensure the accuracy of the job.
  • Data collection through digital platform - The Service Provider would use a digital platform (e.g., Survey CTO/ SurveyToGo) for data collection, submission, monitoring, and management using an online server.
    • This task has to be led by the Service Provider team to ensure all the requirements of the job are fulfilled. The CEEW will support in terms of providing inputs on the digital platform and data monitoring.
    • The service provider will be responsible for purchasing an appropriate plan from the digital platform or their representative organisation as per the requirements of the survey, and for coordination with the digital platform agency in case of any issue regarding the functioning of the application, server, or related issues.
    • CEEW will have access to the data dashboard for weekly monitoring of survey progress. The data should be provided in .xlsx and .csv formats.
  • Enumerator hiring and training - 
    • The Service Provider will be responsible for hiring (as per requirement) an adequate number of enumerators with a sufficient background check to complete the survey exercise in the promised time. All the enumerators must have a minimum experience of 2 years and a minimum education qualification (graduates). There should be a balanced mix of male and female enumerators. Prior experience of the service provider and enumerators with household electricity use surveys is highly desirable.
    • CEEW will support the Service Provider in training the enumerators to ensure that they understand the questionnaire well. The training will continue for a fixed duration as specified in Section 9. The service provider will ensure the availability of the required number of enumerators, their quality and the pace of picking up the questionnaire. CEEW shall conduct a prior enumerator in-house training (along with mock interviews) at its Delhi office (in Vasant Kunj), and all the enumerators and supervisors must be present at the training venue on the pre-decided training days. Apart from arranging for the training venue, the service provider shall be responsible for managing all the logistics for travel and training.
  • Piloting the questionnaire - The service provider will be required to conduct a pilot of the questionnaire covering the different languages in the target states with at least 2 per cent of the total survey sample across different respondent groups.
  • Data sharing and monitoring - The service provider will ensure the following -
    • Provide the data in Excel format after anonymising the responses.
    • Share the raw data weekly after the survey commences.
    • Provide audio recordings of certain preselected questions in each survey for easy verification.

5. Work completion -

  • The service provider shall cooperate fully with the Contractor’s employees and agents, shall incorporate any reasonable changes in scheduling and performing the services to accommodate the needs of the Contractor, and shall comply with the directions given by the Contractor’s representatives. Acceptance of the services will be conditioned upon final acceptance by the service provider. Payments, including final payment, shall not constitute acceptance, nor does any payment or final acceptance release the service provider from any warranty obligation hereunder.

6. Inspection -

  • CEEW may inspect and otherwise evaluate the services at any reasonable time and place, but such review or approval is for CEEW's sole benefit. It shall not relieve the Service Provider from its representation and obligation outlined in the Agreement.

7. Sub-contracting -

  • The service provider shall not assign this contract nor any rights or obligations herein, nor subcontract any of the Services without the Contractor's prior written consent.

8. Publications -

  • The service provider shall obtain the Contractor’s written approval prior to the release of any publicity, publication or information of any nature in connection with this contract.

9. Deliverables and timelines -

  • The service provider will be required to submit the following deliverables with the following expected timelines -

Please note:

  • Support from the service provider will be required throughout the process, and the service provider will be responsible for rectifying any errors/clarifying any doubts that may arise during the entire period of this activity at each stage.
  • The service provider must get all the content approved from CEEW, including infographics, creatives, visuals and modules, etc.

10. Proposal -

Any queries before proposal submission 5 can be directed to the same email address by 14 July 2025, 11:59 PM (IST). The proposal should include the following:

  • Company profile - A brief overview of the company, including CVs, past experiences, and similar projects undertaken.
  • Budget - The service provider will be required to provide a detailed budget for carrying out the survey. The budget should include a detailed breakup of costs in the following heads (as outlined in the table below): training, logistics, personnel, administrative, taxes, and any other costs involved.

  • Approach - A document outlining the sampling approach and methodology with details of the sampling frame for the telephonic survey.
  • Supporting documents/links (e.g. reports, research papers) for previous surveys.

11. Evaluation criteria

The evaluation will be based on a Quality and Cost-Based Selection (QCBS) method with a 70:30 weightage (70% for technical proposal and 30% for financial proposal). The service provider will be evaluated based on the following criteria:

  • Experience in carrying out similar representative surveys on at least 5 occasions with a sample of more than 3,000 respondents in each respective survey.
  • Prior experience in carrying out similar large-scale telephonic surveys in the states and cities mentioned in the table of proposed survey samples.
  • Ability to complete the project within the proposed timelines.
  • Experience based on company personnel, including CVs and references from previous clients.
  • Budget, including the breakdown of costs.

12. Intellectual Property

All intellectual property rights related to the training modules and multimedia content created for this survey will belong to CEEW.

13. Confidentiality

The service provider will be required to maintain confidentiality with regard to all information and data related to the project.

14. Contract

The contract will be awarded based on a competitive bidding process. CEEW reserves the right to reject any or all proposals without assigning any reason whatsoever. Upon the successful award of the project, the service provider will be required to sign a contract with CEEW.

15. Payment terms

The tentative payment terms are as follows -
