Green Economy Accelerator - Systems Change Advisory Consultancy

1. Background:

India has committed to a net-zero target by 2070, with imminent ambitious decarbonisation targets by 2030.  Simultaneously, we need to create ~90 million non-farm jobs by 2030. Therefore, there is both a need and potential  to align climate action with the goals of generating a large number of jobs and fuel economic prosperity.  Towards this, we at CEEW have been working on expanding the Green Economy paradigm to sectors beyond energy  transitions, such as circular economy and bioeconomy and nature-based solutions (BE-Nbs), and circular economy. We recognise that to realize the full potential of the emerging green industries and value chains at pace, we need to acceleratedly develop supporting ecosystems around them. Therefore, we have also initiated a new  programme for “Green Economy Accelerator” (GEA) that can help accelerate ecosystems around various emerging  green value chains to rapidly unlock their economic, employment, and environmental potential. One of the prime ways in which GEA would enable ecosystem acceleration is by  identifying and supporting the ecosystem catalysts (individuals or organizations) that would champion building an  ecosystem. The support would include access to capital, technical assistance, mentorship, advisory, network access,  etc.

2. Objective

We are seeking the support of an organisation/individual towards providing coaching and guidance support to programme catalysts on adopting a system change lens in their work, as well as integrating system change principles into the programme design and delivery of the Green Economy Accelerator  programme.

3. Scope of Work

     3.1  Support / Coach one catalyst on - 

  • System thinking orientation: help all collaborators align on a broad shared vision for end-state ecosystem, how to think in systems (CLD, games etc), Iceberg model (root cause of issue, structure and mental model level barriers), how to embark on system mapping and gap analysis
  • Integrating system thinking into everyday work: narrative building, locating leverage partnerships, building consensus etc.
  • Becoming a System leader: Leadership coaching sessions on becoming a system leader/orchestrator
  • Analysing learnings from the gap analysis on systemic basis and initiate system solutioning
  • Help develop catalyst’s theory of change for ecosystem building/system change

   3.2  Advise the programme team on 

  • Developing interactive materials on explaining and defining ecosystem approach (contextual for green economies value chain)which could be used to orient/asses potential catalyst candidate on ecosystem thinking
  • Designing a modular system learning journey for catalysts - meeting them at their starting point.
  • Defining evaluation process and criteria to test catalyst capability on system thinking at various programme stages (before start of the programme, interim)
  • Setting-up KPIs to measure the shift towards resilient and thriving ecosystems - and define the approach to track these, and translate them into outcomes that are desired by partners, donors.
  • Coaching for the programme team ("train the trainer") on eventually guiding the catalysts on their system learning journey themselves.

Output map and timeline:

We are looking for support for 3 months to start and complete the initial scope above (May-August 2025).. Based on evolving program needs, deliverables and progress over these 3 months, we can extend the scope and timeline for a longer term, continued engagement.

  • Technical proposal – (of maximum ten pages) Methodology for the key outputs planned, delivery plan and timelines
  • Company profile - Brief of the company, CVs, past experiences and projects
  • Financial proposal - Estimated efforts behind each output, Personnel costs, IP costs, taxes and other subheads.Please provide hours estimate for each output as well.
