Darshna Singh

Research Analyst

Darshna is a part of The Council’s Low-Carbon Economy team, focusing on the design and development of carbon markets as a mechanism to advance global climate action, channel climate finance, and drive the adoption of cleaner technologies through market-based incentives for decarbonisation.

As part of her deep interest in emerging ICTs and their regulation, she also leads the Youth Office of the International Network of Women Digital Experts (RIFEN-India Chapter), a CSO member of the International Telecommunication Union (ITU-D) at the United Nations. In this capacity, she helps shape the global discourse and emerging agenda on digital governance and technology policy, and has contributed to ITU-D Study Groups in Geneva, most recently on India’s Artificial Intelligence (AI) Mission and on Environmental and Ethical Frameworks for Responsible AI. Prior to joining the Council, she worked with Invest India under the Ministry of Commerce & Industry (GOI) supporting state-level industrial development through Foreign Direct Investments and strategic initiatives such as the China+1 study, and with Tata Steel’s Regulatory Affairs team on the National Carbon Markets Project, shaping industry net-zero strategies. Her work bridges government, industry, and multilateral forums, driven by a commitment to strengthening the development landscape.

Darshna is a graduate in Economics from the Shri Ram College of Commerce (SRCC), University of Delhi, a postgraduate in Public Policy, Design & Management from the Indian School of Public Policy (ISPP), and certified in International Development and Public Policy from the Harris School of Public Policy, University of Chicago.

Outside of work, she enjoys singing, painting, and exploring artsy cafes. She also finds joy in philosophical discussions and engaging with multidimensional perspectives - an apt reflection of her name, which in sanskrit means philosophy, perception, vision or auspicious sight.
