
Sankalp Kumar
Programme Associate
Sankalp Kumar is a Programme Associate with the Clean Air team at The Council. He works across research, implementation, and communication to design and scale evidence-based interventions that improve air quality across sectors and geographies. His work blends quantitative analysis, modelling, techno-economic assessment, and stakeholder engagement to inform policy and strengthen compliance systems.
Previously, Sankalp was an Environmental Engineer with the North Dakota Department of Environmental Quality (NDDEQ), where he reviewed air-quality permit applications, developed permits, and led the development of State Implementation Plans (SIPs) for revised National Ambient Air Quality Standards (NAAQS), methane rules for the oil & gas sector, and carbon-management policies (including CCS for coal power). He coordinated with federal and state regulatory agencies and internal teams, and conducted stakeholder interactions and consultations. Earlier, at UIUC’s Coordinated Science Laboratory, he piloted low-cost indoor air-quality sensing and analytics and developed a protocol to support personalised care plans for paediatric asthma patients.
Sankalp holds an M.S. in Environmental Engineering (Energy-Water-Environment Sustainability track) from the University of Illinois Urbana-Champaign (UIUC) and a B.Tech in Environmental Engineering from Delhi Technological University (formerly DCE). His interests include industrial decarbonisation, data-driven compliance, and pragmatic air-quality governance.
