
Abhishek Dhiman
Programme Lead
Abhishek Dhiman is a Programme Lead with the Clean Air team at the Council, bringing over a decade of experience in air-quality science, emissions inventory development, and data-driven environmental policy. At the Council, his work focuses on strengthening emissions-based governance, advancing air-quality modelling, and supporting cleaner industrial practices to enable sustained clean air and public-health gains.
Prior to joining the Council, Abhishek served as an Air Resources Engineer at the California Air Resources Board (CARB), where he led several high-impact initiatives shaping California’s clean-air programmes. His prominent work included developing the AB 617 community-scale emissions platform, modernising emissions methodologies for transport and residential sources, contributing to California’s SAFE Rule Waiver request, and supporting the expansion of toxic air contaminant reporting under AB 2588.
Abhishek holds a B.Tech. in Civil Engineering from IIT Delhi and an M.S. in Environmental Engineering (Air Quality) from UC Davis. Outside work, he enjoys trekking, travelling, pickleball, meditation, reading non-fiction, and following cricket and football.
