1. Objective

This Request for Proposal (RfP) aims to procure seven (7) rugged air quality monitoring instruments for deployment in Surat and Bhubaneswar. The selected vendor will supply the instruments and provide necessary support services, including dashboard access, calibration, and maintenance.

2. Scope of Work

The selected vendor must:

  • Supply seven (7) new air quality monitoring instruments with solar panel.
  • Delivery within 2-weeks upon formalization of the agreement.
  • Deliver the instruments to preferably CEEW New Delhi office, or possibly Surat.
  • CEEW will prior communicate and confirm with the provider.
  • Highly resolved temporal resolution data.
  • Provide installation support Documentation, guidelines, SoPs outlining the factory calibration procedures Provide post-installation support, including sensor diagnostics, troubleshooting and maintenance.
  • Provide electrode voltages in addition to gas pollutant concentrations.
  • Must ensure the provided devices are well equipped and capable of continuously monitoring and record.

3. Technical Specifications

The air quality monitoring instruments should meet or exceed the following specifications:

3.1 Measured Pollutants:

  • GPS equipped
  • PM2.5, PM10
  • CO, NO2 (mandatory)
  • SO2, O3 (preferred, if available)
  • Temperature, Humidity, Atmospheric Pressure, Wind Speed and Wind Direction. Precipitation/Rainfall sensor optional.

3.2 Sensor Specifications:

  • Optical particle counter for PM measurement.
  • Electrochemical sensors for gaseous pollutants.
  • Minimum data resolution: 1-minute interval (preferred).
  • Minimum specifications, Tolerance and Accuracy:
    • PM2.5/PM10: ±10%
    • CO: ±0.2 ppm
    • NO2: ±10 ppb
    • SO2: ±10 ppb
    • O3: ±10 ppb
  • Provide electrode voltage readings for gas sensors.
  • High-quality temperature and RH sensor
  • Integrable and calibrated anemometer

3.3 Communication, Data acquisition, Storage and Transfer:

  • Cloud-based real-time data transfer.
  • Wireless connectivity (Wi-Fi, 4G/LTE, or LoRaWAN).
  • SD card storage backup (minimum 7 days).

3.4 Power & Durability:

  • Operable on AC and battery backup (minimum 8 hours runtime).
  • Weatherproof (IP65 or higher) for outdoor deployment.

3.5 Software & Dashboard Access:

  • Web-based dashboard with data visualisation and download capabilities
  • API access for data integration.
  • Historical data retrieval and export in suitable format (CSV, xlsx) format.
  • User-configurable alerts for threshold exceedances.

3.6 Data Provision Requirements:

Vendors must specify form and periodicity (sampling rate) of data access, including:

  • Real-time data streaming options.
  • Frequency and format of data updates.
  • Data storage duration and accessibility.
  • Must provide access (view and download) to historical data within the study period

3.7 Additional Considerations:

  • Vendors must provide detailed specification sheets or clearly mention the model of the proposed instruments for evaluation.
  • Additional one (1) device on a rental basis for a period of two (2) weeks to be co-located with an existing CAAQMS in the city, as identified and communicated by CEEW. This device must meet the same technical specifications and support requirements as the main units

4. Deliverables

The vendor shall provide:

  • Instruments & Accessories: Seven (7) rugged air quality monitors with power adapters, pole mounting kits and brackets, cables and provisions for integrating rainfall and wind sensors.
  • Installation & Calibration: Proper setup at designated locations with calibration and quality certificates.
  • Dashboard Access: Multi-user credentials for real-time data monitoring.
  • Training & Documentation: User manual and training session for operation, debugging, troubleshooting, and maintenance.
  • Warranty: Minimum one-year warranty.
  • Technical support: Remote and or on-site support as needed

5. Proposal Submission Guidelines

Interested vendors must submit:

  • Technical Proposal:
    • Compliance with specifications.
    • Details of past deployments in similar environment
    • Sample reports, documents, data-sets speaking to the equipments’ features as well as the dashboard’s analytical capabilities.
  • Financial Proposal:
    • Itemized cost of instruments and services.
    • Annual maintenance cost (if applicable).
    • Any charges for customization, accessories, add-ons, support hours, if applicable
    • Cost of accessories for mounting kits, battery back-up, solar panel, harness
    • Include rental cost of 1 additional device also if the vendor is willing to provide that in addition to the 7 main units
  • Company Profile:
    • Proven experience in air quality monitoring solutions.
    • References from previous clients.

6. Submission Deadline

Complete proposals must be submitted by 17th April, 2025 via email to mobility.rfp@ceew.in
